The Maturity Model Spectrum

We define seven maturity levels:

  1. Active Isolation – AI use is prohibited or blocked at policy and infrastructure layers. Often driven by regulatory constraints, security fears, or cultural rejection.
  2. Isolated – AI experimentation exists in silos or shadow IT, without organizational awareness or alignment.
  3. Awareness - Aware of AI, but no formal initiatives or governance.
  4. Exploratory – Controlled pilots begin with stakeholder support, but lack enterprise integration.
  5. Strategic Adoption – Select workflows adopt AI with clear ownership and risk management.
  6. Operational – AI capabilities are platformed, observable, governed, and measured across business units.
  7. Actualization – AI is embedded into enterprise decisions, data feedback loops, and continuous optimization.
